Work environment 

This position requires daily in person attendance at the Irvine manufacturing location with the possibility of occasional travel to the San Diego facility. Occasional travel to supplier locations may also be required. Daily routine will include interaction with Manufacturing, Engineering, QC personnel, and management with full adherence to location-specific safety rules is necessary. This job requires work in both the office environment and the engineering, test, production, and service areas. The physical demands described here are representative of the demands that must be met by the employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is often required to stand; walk; sit; use hands to finger, handle, or feel as well as talk and hear. The employee must regularly sit at their desk for extended periods of time, performing data entry, taking notes, typing, and speaking on the phone. For inspection duties, specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Additionally, the employee must be able to move, lift, troubleshoot, and use electronic equipment while adhering to all company safety regulations and procedures. The employee may be required to kneel, crouch, or lift to physically move product and test equipment. Lifting is required with single person lifting requirements limited to less than 25 pounds. The employee must also be capable of moving about the test floor in a manner that would allow them to connect and use diverse types of sources, loads, and test equipment. Strong command of both written and oral English communications is required.

Quality Engineer Summary/Objective: The Quality Engineer will help design, develop, and maintain the overall Quality Management System. This position must drive incoming quality by evaluating new and existing suppliers, auditing the incoming quality verification program at the Company, and resolving supplier issues in a timely manner. The Quality Engineer will track supplier quality issues. Additionally, the Quality Engineer is responsible for supporting audits of the company quality management system to AS9100 standards. The Quality Engineer must develop audit plans, and document and report audit results including any non-conformances. The Quality Engineer shall drive the preventive and corrective action program for all facets of the Company. This job is well suited to people with an eye for detail, who have an aptitude for math, and who have technical skills related to electronics manufacturing.

Quality Engineer Duties: 

  • Provide supplier qualifications, material issue resolution, driving supplier corrective actions, component/BOM validation, supplier audits, and maintain the approved supplier’s list. 

  • Internal auditing to AS9100, documenting procedures necessary to meet ISO practices, where necessary. 

  • Drive corrective and preventive action program, from initiation to resolution of items. Oversee peer review of records. Collect and analyze data to track improvement. 

  • Work with Supply Chain management to drive supplier process and materials compliance 

  • Identify bottlenecks within the Quality System. Recommend and implement modifications to existing production standards. 

  • Encourage and enforce cleanliness on the part of the staff and ensure safe working conditions 

  • Mentor lower cadre employees and lead them effectively 

  • Ensure compliance to federal and state laws, as well as company standards and specifications 

  • Maintain standard procedures ensuring compliance with Pacific’s customer’s quality requirements. 

  • Review vendor records and rate the quality performance. Participate in the approval or disapproval of vendors based on past performance. 

  • Interface with customers to maintain a stable working relationship, and MRB activities. 

  • Generate lesson plans and processes training inspection personnel as required. 

  • Review shop planning for adequate inspection points incorporation into the manufacturing processes. 

  • From the data collected during inspections, create management level quality reports which highlight issues, detail the number of defective products being produced, and explain where improvements can be made. 

  • Working with the Engineering product teams, assume responsibility for, including data entry, of CE, UL, RoHS, REACH, Counterfeit Component Mitigation programs. 

  • Consult with Nationally Recognized Test Labs, NRTLs, as the QA/QC representative.

Job Requirements

Skills/Qualifications:

  • Four-year degree in electrical, mechanical, or manufacturing engineering 

  • Certified Quality Engineer (CQE) Certification (ASQ or ISO) 

    • Well skilled in quality processes and statistical techniques 

    • Thorough understanding of methods and processes involved in manufacturing

    • Knowledge of relevant legislation and quality control standards

    • Knowledge of mathematics - arithmetic, geometry, calculus, and statistics and their relevant applications 

    • Strong working knowledge of various mathematical concepts including fractions, ratios, and proportions 

  • Formal Six Sigma certification (APC, FMEA, and process mapping) a plus.

  • Minimum of 8-10 years of inspection and/or production experience 

  • Some experience with electronics manufacturing, IPC standards, and PCBs (required)

  • Ability to read, interpret, and understand technical and non-technical documents; including, but not limited to contracts, product drawings, and product specifications

  • Required knowledge of ISO 9001 and/AS 9100 standards with previous implementation and auditing experience. 

  • Excellent organizational skills 

  • Demonstrated ability to work independently with minimal supervision 

  • Demonstrated knowledge in the use and application of test and measurement equipment.

  • Advanced proficiency in Microsoft Office Products with the ability to manage files and records effectively 

  • Ability to use Precision Hand measuring devices such as calipers, height gages, thread gauges, protractors, micrometers, and similar inspection equipment. 

  • Excellent interpersonal and effective communication skills which include the ability to teach and explain methodologies
