ESSENTIAL FUNCTIONS:

Responsible for leading and managing engineering investigations, design, permitting, financial project management and construction management for: surface and ground water supply, water treatment, pumping and distribution facilities; as well as wastewater collection, pumping, transmission, wastewater treatment and disposal facilities.  Study alternatives, conduct feasibility studies, and provide recommendations and engineering estimates for capital projects to improve facilities and system operations. Financially review and manage assigned capital projects on a weekly basis. Provide technical assistance on capital projects involving multiple departments and serve as a technical resource for other departments as needed.

DUTIES MAY INCLUDED THE FOLLOWING:

  • Perform specific design tasks for Company’s water and wastewater infrastructure including water supply, water distribution, stormwater, wastewater collection, wastewater treatment, and spray irrigation systems. Develop detailed budgets and project schedules as required for preliminary designs, then follow through with detailed plans and specifications as required for bidding in accordance with Company’s Water and Wastewater Standards and Specifications. 
  • Have extensive hydraulic experience of both water distribution and wastewater collection systems.  Provide recommendations for system improvements. Ability to utilize water/wastewater hydraulic design models including WaterGems and other water and wastewater software packages. 
  • Provide the necessary planning, coordinating, directing and financial project management for multiple engineering projects.
  • Review and prepare project budgets and schedules. Provide pre-planning and resource forecasting for the engineering and operations departments relating to the projects.
  • Work independently to produce engineering design plans and specifications as part of a project team working on water/wastewater engineering projects.
  • Specific tasks may include collecting field data, reducing data, analyzing alternative solutions and then preparing and writing reports and design documents to support conclusions. 
  • Coordinate and manage aspects of construction projects submittals, deliverables, reviews and approvals against contract requirements. 
  • Coordinate with the GIS and Survey departments to attain data (including but not limited to existing topographic and location information, boundary and record plans, etc.) for planning, design and permitting of projects.
  • Request and evaluate proposals from various consultants and contractors in order to manage project teams that are both qualified and are cost effective. 
  • Provide support to other project teams on more complex projects. 
  • Provide direction to staff in finalizing projects and assist in the preparation of construction bids.
  • Ensure quality and timely delivery of projects of both external infrastructure reviews and internal designs. 
  • As new development plans are received from outside consultants and engineers, provide the necessary technical reviews and checking of engineering design calculations to ensure compliance with Artesian Standards and Specifications. 
  • Assist with the development and implementation of standard operating procedures to improve the organization and efficiency of the Engineering Department.
  • Maintain working relationships with key regulatory agencies.
  • Maintain a sound working knowledge of applicable federal, state and local regulations.
  • Effectively utilize Engineering staff and Engineering Technicians for technical support on projects. 
  • Assist in the development and training of Engineering staff and Engineering Technicians.
  • Assist in the preparation of the department’s capital budget.
    • Coordinate with staff and the other departments the progress of the ongoing projects and the related budgets on a regular basis. 
  • Ensure that the project scope of services stays within the approved budget and communicate quickly with management of any deviation. 
  • Provide liaison services with regulatory agencies, including preparation of permit applications and required reports.
  • Perform on-call assistance during emergencies and when projects have a critical schedule to accomplish.
  • Perform any and all other appropriate functions as required.
Job Requirements
EDUCATION/EXPERIENCE REQUIREMENTS:
  • Bachelor’s degree in Civil/Environmental Engineering from a 4-year ABET accredited curriculum or a BS in either Chemistry or Physics. 
  • Professional Engineer Registration (PE) in the States of Delaware and Maryland is preferred and/or equivalent professional/engineering design experience in a comparable field.
  • A minimum of 8-years of applicable experience in Water/Wastewater Design.
  • Must be proficient in use of a personal computer, particularly with WaterGems, other modeling/design software and Microsoft Office.
  • Must possess the ability to work independently and solve complex engineering problems using sound judgment and education.
  • Demonstrates the ability to understand and analyze data and reach sound technical conclusions in a timely manner.
