General Experience Expectations: Typically has 10 years of IT work experience, including five (5) or more years managing projects and experience with projects in multiple technologies and business functions. The Department’s OIT is seeking the services of an experienced Program Management Director. 

 

Required Education and Qualifications:

 

The Department requires the following experience, skills, and/or knowledge for this position:

 

• A bachelor’s or master’s degree from an accredited college or university in Computer Science, Information Systems, or other related fields. Relevant experience may be substituted for education on a year-for-year basis when applicable;

• A Project Management Professional (PMP®) Certification;

• Eight (8) or more years setting up and managing a project management office;

• Five (5) or more years managing successful, large-scale projects that include multiple diverse teams;

• Five (5) or more years utilizing project software such as Microsoft Project, Primavera, Jira, etc. to track and maintain projects;

• Five (5) or more years developing and maintaining detailed project plans and schedules based on work breakdown structures;

• Five (5) or more years of experience with PMO methodologies and documentation;

• Five (5) or more years of experience with meeting facilitation and documentation;

• Five (5) or more years creating and presenting internal and external status reports;

• Five (5) or more years with risk and issue management;

• Experience with completing project deliverables within the scope, schedule, costs, and quality constraints;

• Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall objectives;

• Ability to provide effective communication and collaborative skills;

• Experience in creating presentations and presenting to stakeholders; and

• Experience providing excellent leadership and negotiation skills.

 

NOTE: Besides the above list, all selected Candidates must complete a Level II Background Check.

 

Preferred Qualifications

The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:

• Certification in Agile or Scrum-based Project Management;

• IT Infrastructure Library (ITIL) Service Management Foundations Certified;

• Experience managing projects with a large, distributed user base;

• Experience managing waterfall projects;

• Experience with state government projects;

• Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.;

• Experience working with technical programming teams;

• Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems;

• Strong communication skills to effectively communicate with diverse stakeholders;

• Skills in negotiation, mediation, facilitation, and team building;

• Knowledge of IT standards in a criminal justice environment;

• Experience managing vendors and vendor projects;

• Knowledge in other IT areas such as programming, data analytics, etc.;

• A team player attitude with a high-energy level and diligent work ethic; and

• Ability to meet or exceed deadlines, thrive in a fast-paced environment, and to organize and prioritize activities.
