    The Department is seeking the services of an experienced Project Manager and Scheduler. The Candidate will be required to successfully complete tasks in relation to the Scope of Work defined below:

    Scope of Work/Job Characteristics
    The Program Manager and Scheduler will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:
    • Develop and manage resource-loaded and leveled projects;
    • Maintain project metrics in accordance with established standards;
    • Maintain performance metrics;
    • Maintain highly complex or enterprise-wide program schedules consisting of multiple projects within the Project Management Office (PMO);
    • Serve as a project schedule liaison with project managers;
    • Provide progress updates regarding project schedule due dates to the PMO Bureau Chief;
    • Manage project spend plans;
    • Manage resource project schedules for associated projects of the PMO;
    • Maintain all project artifacts in accordance with PMO standards and other documentation as necessary to ensure compliance with Chapter 60GG-1, Florida Administrative Code (F.A.C.);
    • Assist in business requirement gathering sessions for Joint Application Development (JADs);
    • Work closely with customers, stakeholders, and IT software developers to document business requirements;
    • Coordinate and develop As-Is, To-Be, and other required business analysis documentation;
    • Recommend and develop the implementation of business process improvement;
    • Follow a set of standard practices that ensure the integrity and quality of project artifacts;
    • Manage expectations of diverse stakeholders and provide regular briefings to the PMO Bureau Chief;
    • Assist in the development of Software Development Life Cycle (SDLC) templates; and
    • Work independently as part of a larger cross-functional team.

    NOTE: This position is designated as “essential staff” and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Section 33-208.002(4), F.A.C.

    Required Qualifications:

  • The Department requires the following experience, skills, and/or knowledge for this position:
  • • A bachelor’s or master’s degree from an accredited college or university in Computer Science, Information Systems, or other related fields. Relevant experience may be substituted for education on a year-for-year basis when applicable;
    • Project Management Professional (PMP®) Certification;
    • Five (5) or more years managing successful, large-scale projects that include multiple diverse teams;
    • Seven (7) or more years utilizing project software such as Microsoft Project, Planisware, Sciforma, Primavera, Jira, etc., to track and maintain complex projects;
    • Five (5) or more years developing and maintaining detailed project plans and schedules based on work breakdown structures;
    • Five (5) or more years of experience with PMO methodologies and documentation;
    • Five (5) or more years of experience with meeting facilitation and documentation;
    • Five (5) or more years creating and presenting internal and external status reports;
    • Five (5) or more years of experience with risk and issue management;
    • Experience with completing project deliverables within the scope, schedule, costs, and quality constraints;
    • Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall objectives;
    • Ability to provide effective communication and collaborative skills;
    • Experience in creating presentations and presenting to stakeholders; and
    • Experience providing excellent leadership and negotiation skills.
  • NOTE: In addition to the above list, all selected Candidates must successfully complete a Level II Background Check.
    Preferred Qualifications:
  • The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:
  • • Certification in Agile or Scrum-based Project Management;
    • IT Infrastructure Library (ITIL) Service Management Foundations Certified;
    • Experience managing projects with a large, distributed user base;
    • Experience developing and managing schedules for multiple projects;
    • Experience managing waterfall projects;
    • Experience with state government projects;
    • Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.;
    • Experience working with technical programming teams;
    • Ability to demonstrate a professional can-do attitude with the initiative to solve complex problems;
    • Strong communication skills to effectively communicate with diverse stakeholders;
    • Skills in facilitation and team building;
    • Knowledge of IT standards in a criminal justice environment;
    • Knowledge in other IT areas such as programming, data analytics, etc.;
    • A team player attitude with a high-energy level and diligent work ethic; and
    • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
